Infrastructure projects and petrochemical sector
Today, at the time of development of the promising offshore oilfields at the Caspian, big attention is paid to the oil pipeline transport of the republic. Taking into account the geographical remoteness of Kazakhstan from the major external markets, this task seems to be of big priority. The RK Energy Minister, Sauat Mynbayev, shares with us the detailed information on the condition of the oil and gas sector of the republic, the export routes diversification projects, and the progress of things with petrochemical projects.

According to the Energy Ministry, about 40% of the demand of Kazakhstan for high-octane gasoline is imported from Russia. This deficit demonstrates the lack of preparation of the processing industry of the republic to meet the increased demand for petroleum products. Managing Director for Oil Processing and Marketing and a member of Board of KazMunayGas, Daniyar Tiyesov, shares with us information on the processing industry and what the national company has to do to minimize dependence on petroleum products imports.

Processing under supervision
The deal, which was frequently and actively discussed in the last year, is finally concluded. National Company KazMunayGas acquired for US$1.2 billion the shares of the Pavlodar petrochemical plant though its subsidiary, JSC KazMunayGas Trade House. Therefore, the state, represented by national company, became de facto the monopolist in the market of oil processing because it also owns other oil refineries in the republic – Atyrau and Shymkent OPP.

The export routes of Kazakhstani oil
In 2008, oil export of RoK reached 60.7 million tons. In 2009, it also expects some growth of indicators and the same balance structure. By 2015, the growth of petroleum production will reach about 100 million tons of oil, the most part of which will be exported.

Eskene - Kuryk Oil Pipeline: the Second CPC?
It would be better for Kazakhstan to hold the 100-percent stake in the project. The pipeline will be only laid in the territory of Kazakhstan. Besides, Kazakhstan’s share in Kashagan project reached 16.81 percent, and that in Tengizchevroil JV reached 20 percent. Therefore we are not really “poor relatives”. Beside, there is no other alternative to big Kashagan oil but KCTS.

Gas transportation to China to start in November
Kazakhstan wishes to launch the first line of the gas pipeline to China in November of 2009. It will become part of the Turkmenistan-Uzbekistan-Kazakhstan-China new transnational pipeline. The process of filling the pipeline with gas will take about a month and in December a certain volume of Turkmen gas will be supplied to China.

The goal of KMG is to expand hydrocarbon potential
According to the approved KMG development strategy, by 2020 the company is planning more than double the growth of the recoverable reserves thanks to raising the efficiency of geological exploration operations and the acquisition of new assets. KMG expects a high speed of the exploration operations in order to expedite the development of new reserves. Kurmangazy Iskaziev, chief geologist of KazMunayGas, gives details about the goals of the national company on the expansion of the hydrocarbon potential.

EPM intends to encourage subsoil users
The suspension of an extracting company’s operation is an efficient way of pushing it to comply with the environmental laws, since it stimulates a more rapid elimination of violations. Nevertheless, the punishment of violators is an important aspect, but not the main focus of the Environmental Protection Ministry’s activity. We interviewed Nurgali Ashimov, EPM head, about his agency’s activity.
